How the NBA Draft Lottery Works
The NBA uses a weighted lottery system to determine the top 4 picks. The 14 teams that miss the playoffs are entered into the lottery, with worse records receiving better odds.
Four ping-pong balls are drawn to determine picks 1 through 4. After the lottery, picks 5-14 are assigned in reverse order of regular season record among remaining lottery teams. A team can move up a maximum of 4 spots (e.g., the 5th-worst team can pick no higher than #1).
Picks 15-30 (first round) and all second-round picks are set by regular season record with no lottery component.
